president obama and congress are on christmas vacation. it will be thursday before talks resume to try and prevent automatic tax hikes and spending cuts from taking effect january first. andrew spencer has the latest. analysts say many shoppers haven't been in the holiday spirit when it comes to spending money. the four-day black friday weekend that started on thanksgiving was strong. sales rose 2-point-7 percent. but analysts says sales fell 4-point-3 percent for the week ending december 15th. and last week they forecasted holiday spending to decrease another 2-point- 5 percent. previous expectations were for a 3-point-3 percent increase in spending. the saint anthony foundation needs help to reach its goal of collecting 5-hundred hams during the 25th annual curbside donation drive. according to the foundation, they collected a hundred hams. that's just 20-percent of their goal. the foundation hoped to get another 400 hams sunday and today. if you would like to donate a ham you can do so at the drive. located in front of saint anthony's i

president obama can't raise enough money through his tax plans to cover all the spending. that means he could resume other ways for the revenue to come in. will a carbon tax be among them? joining us now from the american action forum, sam, we know the president wants this thing. he tried desperately, even with democrats holding both houses of congress, however, he couldn't get it. will he try to pursue it in his first year of the second term? >> well, there's certainly a lot of revenue out there. a lot of projections are, if carbon is at $20 per ton of carbon, it could generate roughly a trillion dollars over the next ten years, of course, that figure of $20 would increase, but i think it's pretty tough for republicans to swallow another trillion dollars in revenue from a carbon tax, so i don't think it's very likely to get 60 votes in the senate or for speaker boehner from ohio which is a big coal producing area, which would be hit the hardest by a carbon tax, i don't think it's likely he would bring that up for a vote. david: here is another scenario though. the preside

president obama has a political capital. it is like money -- how do you spend it? he can spend it on helping our schools. he can spend it with regard to our affairs in the middle east. those are tough questions to answer. my priority is always education and our long term problems. i'm not a deficit hawk. people on both sides do bothwell. i don't understand the fuss about raising the age qualification for social security are medicare. and plead with the caps -- simply lift the caps. franklin roosevelt to not want to be called a socialist. if we just lived in those caps, we would delay -- i can remember the exact numbers. for several decades, anyway. i think that would be less painful than raising the qualified age. medicare is the toughest because of health care costs have been skyrocketing. our country's health care cost is rising faster than any other industrial nation. we don't have much coronation. obamacare had to be cobbled together to appease everybody. we have it and we should be focusing on ways to make our health care more efficient and i think we will. th
